UK Cosmetic Responsible Person Onboarding: What Brands Need to Provide Before Appointment

Appointing a UK Responsible Person should not start with the label.
It should start with the product file.
For cosmetic brands entering Great Britain, the Responsible Person is the legal operator responsible for ensuring a range of cosmetic requirements are met before and after the product reaches the market.
That means a serious onboarding process needs more than a product photo and a request to “use your address”.
The Responsible Person needs enough information to understand the product, the supply chain and the evidence supporting the safety assessment, label and claims.
What Should a Brand Provide?
Final Formula: The complete qualitative and quantitative formulation should be controlled and match the product being sold.
CPSR: The Cosmetic Product Safety Report should be complete and prepared by a suitably qualified safety assessor.
PIF: The Product Information File should contain the required product, manufacturing, safety and claims information.
Manufacturing Details: The manufacturing site and good manufacturing practice information should be clear.
Final Artwork: The label needs to match the formula, CPSR, warnings, batch information and Responsible Person details.
Claims Evidence: Any cosmetic effects being claimed should be supported by appropriate evidence.
Supplier Documents: Fragrance, allergen, raw-material and packaging information should be available where relevant.
Notification Data: The information required for SCPN should be ready once the product file is stable.
Why Address-Only Responsible Person Services Create Risk
If the named Responsible Person cannot access the PIF, does not know the final formula and has never reviewed the label, the arrangement may look complete on the packaging without being operationally useful.
The role is not simply about being contactable.
It includes ongoing responsibilities around safety, documentation, notification, serious undesirable effects and corrective action.
That is why our Responsible Person support begins with onboarding and document review rather than simply supplying an address.
Common Onboarding Gaps
- CPSR prepared for a slightly different formula;
- ingredient list not aligned with the final composition;
- fragrance documents for the wrong reference;
- claims with no supporting evidence;
- missing GMP information;
- draft rather than production-ready artwork;
- no agreed process for formula or supplier changes;
- unclear responsibility for complaints and post-market action.
Your Responsible Person Onboarding Checklist

Safety: Is the CPSR complete and current?
PIF: Is the Product Information File complete and accessible?
Manufacturing: Are manufacturing and GMP details available?
Label: Has the final artwork been checked?
Claims: Is the evidence behind the marketing available?
SCPN: Is the product ready for notification?
Change control: Who informs the Responsible Person when the product changes?
How Conformity Services Can Help
Our cosmetics compliance support can cover:
- UK Responsible Person onboarding;
- PIF compilation and review;
- CPSR coordination;
- label and claims review;
- SCPN support;
- supplier-document review; and
- ongoing change-control and post-market support.
For brands still preparing the launch, we can also review the wider market-access route before the RP appointment is finalised.
Final Thoughts
A Responsible Person should be able to answer a real question about the product.
If they cannot access the file behind the product, the relationship is incomplete.
Get the documentation in order first, then appoint the Responsible Person around the actual product being sold.
