What Is a Responsible Person - and Why You Need One
A Responsible Person (RP) is the legal entity that takes responsibility for a product's regulatory compliance in the market where it is sold. For cosmetics and certain other regulated products, UK and EU law requires an RP to be established in that market before a single unit can be legally sold there.
The Responsible Person maintains your Product Information File (PIF) or technical documentation, ensures safety assessments and labelling meet the applicable regulations, handles notifications such as SCPN (UK) and CPNP (EU), and acts as the point of contact for market surveillance authorities.

Do I need a separate Responsible Person for the UK and the EU?
Yes. Since Brexit, Great Britain and the EU are separate regulatory markets. Selling in both means appointing a Responsible Person established in each. Conformity Services can cover both markets under one engagement.
Which products require a Responsible Person?
Cosmetic products are the clearest case - both the UK Cosmetics Regulation and EU Regulation 1223/2009 require a named Responsible Person. Other regulated goods have equivalent economic-operator requirements, and online marketplaces often ask for an RP or Authorised Representative across a wider range of categories.
Can Amazon block my listings without a Responsible Person?
Yes. Amazon, eBay and Etsy routinely request Responsible Person details and supporting compliance documents for regulated products. Listings can be blocked or removed until valid documentation is provided. We supply the evidence marketplaces ask for.
What is a Product Information File (PIF)?
A PIF is the file of evidence behind a cosmetic product: formulation, safety assessment (CPSR), labelling, claims support and manufacturing information. The Responsible Person must hold it and keep it available to authorities for ten years after the last batch is placed on the market.
